I've always wanted to cosplay Pantera from Katekyo Himan Reborn, but also have it be a genuinely good coord

What is the best way going about cosplaying a lolita from an anime/manga? Should I try to be more accurate to the series styling and lean towards ita, or do I make a better coord and keep the key elements to the character?

Pic related; she's not as bad as the usual anime lolitas and she's a very minor character. I feel like making a proper coordinate is better but also I think being labeled an ita is simply unpreventable.
