The only tutorial I've found for the Fallout rifle is here

which is half-decent, but the shape of it is pretty off, especially at the bottom, so if you want to go for modding a Nerf gun I'd probably only use about half of the gun and then use insulation foam to carve the rest. I'm not sure which method I'm going to end up using, we'll see! Thanks guys!
