Try winged eyeliner, and only on the top. Honestly, it's a very flattering shape and you can make small adjustments to it to make it work one almost any face.
Don't do your liner so thick, and since your complexion is light, try softer colours like grey/charcoal, navy, and dark brown.
There are hypoallergenic mascaras that, when applied properly, should not make your eyes itch at all. You should try waterproof mascara, since they're less likely to get in your eyes if they start watering; make sure to take it off completely at night, though, otherwise that could damage your eyes, especially if you wear contacts. Also, make sure to never share mascara with someone else, and never keep an opened one longer than 3 months.

To be honest, the hair and skin thing are both subjective. I do suggest getting layers around your face, because the added volume will soften things out. Soft, side-swept bangs would also be a good addition. You should also try styling your hair so it has more texture and a bit of a wave to it.
