thats what I was trying to say, There's a cut in the dress that is supposed to accentuate the bust of a smaller chested girl (the padded bits) but her boobs are too big creating this look. There's nothing weirdly shaped about her breasts, they're just too big for the dress.

The green shows what her boobs are doing, and the blue shows what the shape should look like on a less endowed girl

not that it would look much better on anyone else
