Where could i find fabric for Mamimi's skirt? I know it's windowpane print but can't find the right color combos

I'm trying to be less lazy/more accurate with my cosplays, help me out here /cgl/.
What kind of jacket should the base of this sweater be? Previously I've used a windbreaker sweater as a base, and then a navy hoodie but I hate the front pockets that every hoodie has because they aren't accurate.
Could anyone recommend either the style of the base sweatshirt I could use to make this top (A full zip sweater with only the breast pocket), or a pattern to make it and an idea of what material would be best?
