I know a girl who does this on Instagram for pennies and it drives me nuts. She is really nice, but a bra and a wig isn't a cosplay.
It isn't even in character for the damn character.
For instance they did Yugiri from Zombie Land Saga and didn't even do like... traditional Japanese underwear or something. That is the character's whole thing.
I am sure people jerked it though so what do I know.
