Like many Hollywood and British movies did. They barely ever made close to how real interiors looked back in that era up until pretty recently.

Yes, they are pretty busy by modern standards but by Victorian era they are almost empty. And by standards I mean what we see in actual photos from back then. Modern arrangements even inside historic buildings like mansions etc are also much less "intense" as many interior furniture, decor items etc get sold/lost/destroyed/relocated to museums over the time.

As for paneling you can DIY it from MDF elements or just put molding frames and paint them different color. That would be a low cost solution with still the look and feel of the era.
