I would re-wash the white area with oxyclean, try even using a damp cloth rather than fully handwashing - with something to 'catch' the wine area to avoid further bleed onto the bib in case you get it damp, either old towels, colour catching sheets or something else you don't mind sacrificing.

Sorry, they're stuffed. You can sometimes paint over them to make them look better, but pleather isn't really fixable because it's plastic.

Like...ribbed tights and white lace tights? You don't have to buy from Japanese brands, you can just get regular tights from regular stores (or amazon/ebay if you are really stuck locally). Bear in mind though that most lolita 'whites' are actually off white, so if you're anal about colour matching you may be bothered by that. If you want more lolita-specific tights, mu-fish on taobao is quite popular and there is a whole taobao thread and document to answer noob questions about how to order from there.

Well, look at it this way - the same people that want to try things on are probably all huge. They aren't going to buy your stuff because it doesn't fit the local whale pod. So you aren't going to make any extra sales regardless, just going to end up with damaged items like last time. Either that, or you bring a measuring tape with you and insist that they measure themselves and are under your measured maximums before they try items on.

If it's long enough, you could attach it like pic related - if not, most people still seem to attach one end to where their dress strap meets the bodice and then the other end to wherever it reaches.
