Depends on how much fabric the skirt has, and if the lolita tucks the skirt under her when sitting down (which is recommended etiquette for public spaces).
Narrow A-lines tend to look a bit silly and squished; fuller skirts, when fanned out, look fantastic in my opinion... though again, probably not a good idea in public spaces.
