Although it's not a bad idea, I think you won't have to add the plexiglass at all. There are already shoes out there without a heel that stand perfectly fine on their own. You could use those as a base then make a boot cover out of a sturdy material and use EVA foam or foam putty to build up those textured lines until you reach the knees then use regular stretchy material for the purple/red/violet stockings.
