Target has some cute polkadot cardigans, also if you're a little crafty you can get plain cardigans and do little things like add lace, ribbon, appliques, brooches, or change out the buttons! Also thrift shops are a great place to look! (pic related, a cute cardi and some pins of mine, all thrifted)

As far as tights I just scan ebay (got some cute and cheap ones with bows recently!), and then sometimes target and jcp stock bigger sizes in cute simple tights. Nowhere really carries fun prints (occasionally Torrid or Modcloth for $$$), I've been looking into diy for that.
I'd love to hear any taobao or ali recs from other fattychans!
