I can't help with otome, but I have had some success with Larme inspired looks. I'm about 5'6" to 5'7" (depending on how my spine is that day) and I mostly go for high waisted skirts and long tops from taobao and yja to combat the torso issue. I don't worry about the length too much since there's no real length requirement in this style. If things are getting too short then I'll wear some safety shorts underneath. You could also potentially wear suspender skirts, many of them have adjustable straps.

I'd be cautious on dresses if you're much taller than I am. Even at my height I sometimes have some trouble, especially with the length of the torso. I had to give up a few dresses I loved because of this. General jfashion brands are even more unforgiving than lolita brands.
