Pardon my selfpost. I struggled with that when doing my Tatsumaki cosplay. In the end, I decided on making my wig (and dress) cartoonish and over the top instead of going for a realistic look.
I'm still not sure if I made the right choice, maybe something halfway realistic and cartoonish would be better, I don't know.

As other anons have said, Nui also suffers from the same fate. Any character with drill curls is also pretty hard to nail.
