Just thought I'd put this suggestion out there. I know with crossdressing it's often suggested to go for skirts and dresses that nip in at the waist then flair out, as well as pad the hips etc where necessary, but I don't think this should be a steadfast rule. If you're not cosplaying a specific character and you just want to go for something comfortable yet feminine without all the padding prep and whatnot then 'laganlooks' and strega type fashion may be an option. It's not for everyone but the multiple layers are very forgiving and can be flattering. Just make sure not to go for anything too top heavy in terms of fabric, keeping the bulk of the layering to the lower half of the body. The advice for avoiding puff sleeves, square necklines etc still applies.

A fantastic added bonus of this style is you can wear super comfy flat or low heel boots with these looks and they'll look great whilst being comfy. If you wear a euro 42 or less you should have no problem at all finding women's shoes in your size.
