Plebe is not a completely different word at all, just an alternate shortening of the same word. It uses in English language only differ slightly.

In general it refers to the obsolete "mob" or lower class - a term dating back to Roman times just as "Pleb" does. A slight, and now defunct US variant, "Plebe" also applied the meaning to low-ranking, newer entrants in military/naval academies.

It's the obsolete, archaic shortening of Plebeians. It was used sparingly during the 17th Century in limited written records. It was also an unofficial shortening in the early 19th Century in certain parts of the United States only, and for an even more limited period as collecting educational material became more sophisticated.

It has clearly been misused in this particular thread/post I'm afraid.
