Silhouette is similar to Madoka's magical girl costume, puffy sleeves, massive puffy skirt. Hair can be worn in an afro or two puffs.
Cover yourself in doll stuff, bracelets, rings, necklaces, hair clips, shoes clips, and pins on the skirt and sleeves.
Can't draw, but this is what your wardrobe would look like.
