yes there is. I thought you were talking about the expanded foam spray kind since you mentioned about using the foam to make spikes and decoration.
that stuff, when it cures, is pretty solid but of course it being foam. you will get air pockets creating little gaps in the foam (see right side of picture) but that can easily be filled.

any reason why youre using the type of foam thats typically used for mascots for detail work? in my opinion it seems like a bad choice since that foam is incredibly flexible so if you somehow do find a way to properly paint it, most likely it will crack. which is why when people use that foam for mascot use, they stretch fabric over it.

Honestly if you're gonna make a staff, I feel like resin isn't going to be your best bet. Pink foam, Expanding Foam or wood might work better. Kamui has an excelent tutorial for the basics of working with expanding foam!
