That's a home decor fabric, and those are higher quality and pricier than the cheapo quilting cotton most people use. They carry some more decent lace now, but it's still way overpriced compared to what you can get online (like $8-10/yd for wide venise).
But yeah, when people say "No Joanns!" they're referring to fabric like pic related. They still carry decent fabrics suitable for apparel like poplin, sateen, chiffon, etc.
