If your waist is x a normal pleated skirt would have a hemline of 3x" which isn't really enough for a petticoat. If you want the hemline at lets say 90 you will need to hide 90-3x" in your pleats. (this would be for waists 30" or smaller if your waist is 30+ use 108 36+ use 126 at least)
Now you need to decide the number of pleats. I'd use 10 because the math is easier. Each pleat will be x/10 (a in diagram) in the front. In the back of the pleat you will have (90-x)/10 (b in diagram). So you would want to mark the rectangle of fabric distance a distance b distance a etc, then mark the center of b as well.MAtch up the center of b to the ends of a on either side of it. The areas of b will overlap on the back a little. The rest is just like any other peated skirt.
