I've cut them two different ways: as an extension of the rest of my bangs and as their own thing.
While I'm cutting my bangs I clip my hair into 4 different sections:
>front bangs,
>side lock 1, side lock 2,
>everything in the back
The sidelocks reach all the way to the top of the bang's point.

I cut the main front bang section first. After that's set, I'll bring out the side locks and pinch between pointer and middle finger, splayed out flat. I'll cut a sharp angle, nearly vertical. EG interior side of the lock starts at cheekbone height, exterior side of lock ends at jaw. Where you want it to start and stop (and how thick of a lock to begin with) is a preference. The "as an extension of bangs" type will start at the bang line itself.
I suggest you gather a ton of inspo pics to get a sense of what you like to see. Cutting it sharp will give you pointy ends like the pic I posted here >>10774328. A thick chunk of hair cut bluntly is going to look more hime (first pic), which is hard to pull off. Hime also usually has a slight negative angle, ie it's longer on the interior side of the lock and shorter on the exterior side. If it's bluntly cut but not a very thick chunk, that's what fairy emily has (second pic). You can also cut just the teeniest wisp of a lock, that's popular too (third pic). The entire length can be as short as your cheekbone or as long as your collarbone. Lots of options out there.
