I got F+F/Neo Ludwig's hoop skirt in my most recent Taobao order and I really like it. Combined with my Classical Puppets petti I get great poof. Almost too much. I haven't had the chance to wear it out yet, but I think it will deflate a little bit once worn and make it more manageable. You definitely need to wear bloomers with it as it can flip up by accident if you sit wrong.

(I got two Classical Puppets pettis in 2014 and they've been pretty good. They've deflated a little, but I haven't had construction issues like others.)

I thought about getting the IKEA one, but I was concerned about the length and placement of the hoops once you cut off the bottom one.

Pic related is the difference it makes. I had some issues with this dress deflating when I wore it last and I hope that I've fixed the issue. You can make the hoop skirt suitable for bell or A-line by using a bell or A-line petti on top of it.

I store mine flat on a shelf in my closet, but I think it'd be ok to hang it on a hook or two as well if you wanted to save space.
