I think it went something like this:
The gunne sax pastoral style was popularised in the west by shows like little house on the prairie, and was an extension of the hippie ideal of wanting to return to nature/ simpler times. Japan was inspired by this and the style there became known as 'natural style'. It wasn't an edgy street fashion, it was worn by older people as well. Brands like Pink House and PRETTY continued making this style of clothing into the 80s and 90s (PRETTY later evolved into AP). This went on to inspire lolita and otome, and more closely mori and dolly kei, which often use the same vintage pieces. Western hipsters are inspired by 70s western fashion, which is the root of natural kei and so look similar, but they are probably unaware of this so their outfits will look more like mainstream thrifted fashion (and like the hippie stereotype they associate with the 70s) rather than borderline lolita with aprons and ruffles.
