It's been a while since I've used it but I used Model magic for making my troll horns. You could do what >>8965817 suggested and build model magic atop of them.

A lot of people have had bad experiences with model magic cracking or worried it'll be heavy but they're actually really light for smaller horns and once they fully dry out they're pretty solid. The best way to make them without cracks is to limit the air which, sadly makes the process rather slow but it minimizes breaks. Using a plastic Tupperware or plastic bin (usually lined with tin foil or wax paper) you can leave it open a crack for it to dry. Usually rotate them every day so they don't get flattened. Also seams make cracks so roll it out like dough and then sculpt.

When they're firm you can use fine grit sand paper and carve grooves if you want them.

If they do crack, use super glue to fill in the crack and it'll fill in the air pockets. Any unevenness can be sanded smooth and then covered with thick acrylic paint.

These took about 2 weeks to dry enough to handle and paint. The person who ordered them styled the wig around the hair band but I'd say go for the headband under the wig look for that seamless appearance.
