It really, really depends. The original one was a blonde but then they changed it to black by explaining he was trying to look like Dick. This lasted for no real amount of time because Jason died and it was more or less retconned away. When Superboy prime punched the universe so hard he came back to life he had the grey/white streak. Morrison later retconned it again to make him a ginger and basically said that he had been dying his hair, including the streak the entire time.In new52 its straight black and there's been no hint that he dyes it, at least not in RHatO that I've seen.
