Hey guys, I'm trying to make megumin's hat but have no idea how to make it. All the tutorials i've seen are too pointy and silly for her hat. The closest tutorial I found is this one

but have no idea what dracalon "fluffy white stuff" is, help? Or does someone have a better tutorial/tips ?
