Let's be real, that's the state of normie "fashion" now. Women don't bother coordinating outfits anymore, they just throw on "a nice dress" with "nice shoes", whatever "nice accessories" they own and call that a nice outfit. It works with most normie outfits because current fashion style is so minimal that prints in clashing colours are prized as a way to add interest to a boring outfit. Even when things clash it's generally nitpick-tier instead of being a mess. So women have stopped caring whether things go together or not, and when they get to lolita, they're kind of lost.

This wouldn’t be so bad but the current state of western normie fashion is also anti-girly. Like, if they put bows on shoes they’ll make the shoes out of some edgy material so it doesn’t look “too Barbie”. If they put ruffles on a blouse they’ll cut the neckline to stay open so it doesn’t look too “old fashioned”. Even when they’re trying for a Barbie aesthetic they’ll use hot pink instead of doing a soft, pastel pink. Gonna be tough for those who think they can just casually buy a cute lolita dress, they don’t realise nearly everything else they own is specifically designed to avoid the super girly aesthetic that makes lolita look cute.

Although in this case, the dress looking like it's made from bedsheets, and her not wearing a petti really isn't helping her either.
