there's no handmade thread atm so i thought i'd ask here

i'm a novice at sewing; would anyone mind explaining what the instructions for the white headbow in pic related are saying?

i want to make a headbow with a lace trim, preferably where the stitching attaching the lace doesn't show, but i'm a little confused about when to attach the lace/how to go about it
