I could see this working out as a skirt, if you pair it with a lot of black (or whatever colour the cats are) and then add matching red to your coord (eg- putting a red band on a black sunhat, or a red brooch on black bolero, and so on). You know what, I think it'll actually look cuter than this burando right here.

But the colour is so bright it might end up being a one-coord kind of skirt, I just don't see it working out well with other colours. I also have some concerns about the heavy weave (going from your photo) and the heavy fabric, if the thing looks like upholstery fabric even in person, then the skirt is always going to look a little rough rather than refined. It should still be okay for photos and low-key meetups, though, so if you're okay with these limitations, go ahead and make a skirt.
