It depends on what kind of look you were going for. In sweet lolita, matching is really important, but in more of grandma-kei styles like this, I personally think it looks silly to match so closely. I kind of base this on the idea the fact that it's more influenced by historical fashion than other lolita styles.
This is my theory: There was a short time when a lot of people kept saying you could "ground the outfit" with dark colored shoes which pissed me off at the time, but it was right. People have always worn dark shoes because it's practical, so having dark shoes in a simple outfit doesn't throw it off, it just looks natural. To have bright blue shoes seems a little gaudy in an elegant and simple coord like that.
Like I said, you could if you really wanted to, but I would recommend going for blue tights and cream shoes.
Also for your coord idea: I'd say relax on the cream, there's enough already in the dress. Is it going to be that cold where you are? I'd say skip the bolero (or opt for a longsleeve shirt under the OP) and keep it simple with the straw hat and bag, and some pretty blue jewelry in silver or gold, whichever goes better with your skin.
