Need advice with mask making. (See Pic)

I want to make it by hand, and was told that clay paper would be a good place to start, but are there any tutorials / info pics about making mask?

Also, what could I use to replicate the fur (aside from real wolf fur)

So, hopefully I'm asking this right, but I need your help /cgl/. I want to make a mask for my next cosplay (pic related), but I have basically no idea where to start. Any advice would be exceptionally appreciated.
