Not that anon but I just tried experimenting a little with the code on the cart page!
It only has to be $20 minimum (not including shipping or tax) and doesn't need to be all the same seller.
It applies to Beauty and Fashion category items only but is not limited to the items featured on the eBay Fashion page (http://www.ebay.com/rpp/fashion-main/)) where the coupon is posted.
It can be small sellers or big stores, domestic or overseas, as long as it's in those two categories. No confirmation of auction items yet but BINs work.
This code is ONE TIME USE per account!

I can't get the Free Shipping to apply with anything though.
Has anyone had any luck with this?
