I recently got a salus bag and I have to say it's really nice. I don't have a problem with the plastic cover, but that's probably because I haven't used it outside my home. I placed a few badges on it and the bag has yet to sag. I haven't placed all I have on the bag though. The only problem I have with the salus bag is that it has a lot of empty space..

They're called can badge covers/can badge protectors. You can find a bunch on http://www.coade-net.co.jp/shopping/
Click on the big blue button titled 缶バッジカバー and you should be able to see all the badge cover options. You can also search for them on amazon japan and maybe even rakuten. 丸型缶バッジカバー and 缶バッチプロテクター are usually good keywords to find them online.
