depends on what do consider "decent" and of course what kind of armor you want

But your best bet to find a blacksmith who will make it for you because buying from various shops will be expensive and it will come in the one size that fits none, with proper padding clothing you can work around that but still if you willing to invest in an armor you might as well want one that fits you.

Although if you want just a breastplate or a just a helmet or something like that then you can try the larp shops.

About the blacksmith thing...
If you live in Eastern Europe then congratulation you have a good chance to find a blacksmith that knows what he is doing AND cheap.
If you live somewhere else than try to find HEMA and ARMA people, they maybe know where you can find a decent blacksmith. If you live in the US then SCA is a somehow viable option too, sometimes they know decent blackmisths too although be cautions.

and just for a little reference, armor on pic with was bought from a balcksmith we know for roughly 450 usd, give or take a little

well I would advise to look around for local reenactment groups or SCA groups if they have any armors they want to sell and fit for you, but that's me being anal about armors.

Also another thing that I would try the local groups first is because online shops are prety much expensive. Example

this is basically somewhere around 500 usd and may or may not fit properly the buyer.

Then on the pic you can see an armor that was made by our blacksmith (who admittedly makes armor for piss cheap, but still)
In that form that armor was somewhere around 500 usd too

a proper armor protects you from most of the things that happens in a fight, that's the reason people used it, so it's not that surprising.
