Pointed end belt with metal edge? You could also buy a plain leather belt cut it to the point then glue craft foam to the edge to imitate the gold metal part.

You could get a short light blonde wig and then two pigtails in that darker golden color.
They sell pre made bun clips, you could make a small bun out of the wigs top hair, or you could make a bun out of whatever the tail is. You could also make the bun shape out of paper or styrofoam and glue hair to it, there is a tutorial attached.

Same anon but you could put wire under the wig net and loop it through the wig then use wefts/hair on form or another material sort of like horns and go from there. Sort of what that one Yami Yugioh cosplayer did with their hair.

It might be hard work and not look the best though but that's the only method I can think of that would work for something like picture related.
