The only Inferno Cop I've seen was this 2D cardboard cutout at AX which was hilarious... and I think it's the most fitting way to do it. It'd be really nice to see an actual cosplay of him though.

If you're good with makeup or know someone else who's good at it, you could easily do a skull facepaint on your face and add sunglasses. For the flames you could use a number of materials (see flame princess cosplays for reference)

Don't forget to pose the same way he does for photos too, that'll get you recognised more. What's your timeframe for this project?
