Probably not because with a bell shape it needs to curve and circle skirts just go out rather than having a curve to them.
What you need is to create a pleated skirt that can be worn with bell skirt tutu underneath for the volume. Maybe stitching the pleats down with a little hidden stitching at the bottom might help them stay in place.
it should look like the sketch in the image rather than looking sorta triangular like circle skirts tend to.
