Posted in the last thread, may as well go here too

I'm trying to cosplay Lucius (pic related, dude on the right), but I'm not sure where to begin with buying his clothes. What would that blue robe of his be called? Not only that, but what are the terms for that hip sash and cape?

If there's no specific item for the sashes, how might one utilize simple cloth to get those effects?

Bear in mind I can't into sewing and would prefer not to commission
