Yeah, it's a pretty unique design compared to the standard kemono suit. The head is larger and the suit is more padded. Another suit like it is this Buizel, very cute, and very well made.

It's not that people are attracted, it's that they appreciate the suit design a lot (and are jealous they don't own it). For instance, those Laki and Loki suits, in my opinion, had a better charm than the newer Rufen suits. Some people though are legitimately attracted to the suits, though, which is weird, seeing as they're bundles of fabric.
