I'm trying to make a Mario-style Tanuki tail and I'm pretty sure that I'll have to sew something like a cylinder that tapers out at one end and rounds out at the other but, having little experience with costume-making, I'm not entirely sure how to go about it. Also I'm not entirely sure how I would go about making it wearable.

I tried looking for officially licensed ones to buy, but apparently they're rare and terribly expensive.
