It actually WAS the scariest, at least to me, despite the crappy emulator lag, meh voice acting, Mexican soap opera-y storyline and shitty graphics. The story was also the most compelling one of the series, because the town just seems a lot more dangerous when you're stranded there than in, say, SH2 where James just goes "oh look, I wanna visit this here town because Mary said so".
Sorry for going off on a tangent here, I'm a huge fan of the franchise and sound like an insufferable nerd when I start talking about it.
