Not saying this is a perfect method, (and sorry, I don't think I took progress pictures while I was making it), but I made the darker blue part first, essentially as a bra shape, using a stiff bra of mine as a guide for the pattern. I am NOT a seamstress, so this might even be ill advised. But basically I made the shape of that dark blue design, just the basic shape without really patterning it (but using my bra as size reference). cut it out twice, sewed them together and inverted them like a pillow so the seams looked nice and the weird.. dick hanging off the bottom looked nice too. Then I pinned it to the sides of my bra (while wearing it) and put four darts in- one on the bottom of each boob and one on the top of each boob, messing around with the pinning until it felt like it fit nicely against my bra. Sewed the darts (careful to make sure the seams still end up together, maybe do a basting stitch), flipped around so the darts were on the inside of the dress, and then applique'd the bottom of the 'bra' straight to the rest of the dress. For the weird side pieces I just applique'd long rounded rectangles straight over the 'bra.'

tl;dr, make a bra and then applique it onto the dress. Sorry if that's confusing, hope it makes a little sense. ;-; Clearly mine doesn't fit perfectly so I'm sure there's better methods
