I can't remember honestly, she has 50 y/o saggy arms (sorry mum) and at the same time is muscly but I don't think it was horrendous?
Here it is over a jumper... the fabric itself is a loose knit and you can adjust the size a bit with the thin velvet ribbons running through it. I can still pull the arm band a few cms so there's some room. I stretched it to a (shoddy) flat measurement of 16.5 cm or so. x 2 could give you an idea of the diameter? Honestly not sure as size 12-14 arms can vary. And I completely get why it would be an issue. At aby rate it's better than the other baby cherry bolero I had.
