Yes, but not as much as I used to.

I like Kuroshitsuji a little, and I guess Shugo Chara kinda has lolita inspired outfits in it from time to time. I loved that show as a kid.

No, anime and Lolita have always been very separate for me.

>Why do you think anime never gets lolita fashion right?
I think it's because the anime industry in general is kinda inbred. People base anime on what's already established in anime.
So instead of trying to make Lolitas, creators try to make those kawaii desu girls they've seen in anime that people call Lolitas.
