Is finding boobs attractive strange? Is emulating something you find attractive that strange?
I'm not sure where and when in your eyes cosplayers cross the line from "I want to try a certain look" to "the look I'm going for right now is literally the only thing that has any value whatsoever".

Also a quick reminder that trans women and crossplayers aren't the only ones faking cleavage - cis girls do it too, and not just the small chested ones. Anime and games are full of character designs that are unrealistic in terms of their anatomy or the practicality of their clothes - which is a whole other conversation that we probably shouldn't have in this thread.
There is clearly a demand for this sort of thing, and it shouldn't be surprising that those who don't have any other means of fulfilling it go for this particular option more often.
