Looks like a "cargo vest" is the term for the sort of thing he's wearing (see also "utility vest", "fishing vest", "photo vest"). They're designed to be worn over a shirt or jacket, which is why it fits weirdly loose on him as a top, so you may have to look at a few options to find something with the right look (solid fabric instead of mesh, snap placement, pockets).
