easiest is to cosplay by theme.
I cosplayed Star Wars for quite a while, but really can't connect with those guys. Next is a 40k, where you can meme you way into a conversation with another 40k cosplayer.
Or just go to someone who has a interesting cosplay and spark a conversation, but don't overdue it, especially when you ask too many questions about the cosplay.
Discord and stuff might help to get into meetups and stuff.
