There's been a conversation about this before. It seems that 'gurokawa' is roughly the equivalent of 'psychobilly' fashion in the U.S. So, it's girls wearing creepy stuff like eyeball, bat, and skeleton accessories with prints including the same motifs alongside horror and creepy graphic prints in an extremely feminine way. It's not pastel though so it's separate from 'pastel goth'. The prints and accessories themselves do not have to scream 'cute'.
