Honestly for the vest I'd recommend looking at making it yourself. The armor plates are really simple shapes that even a crafting newbie could slice out of foam, and then it's just a case of figuring out simple straps. Nothing too complex, and since it's such a major part of the outfit its game-accuracy is really important.
Even a cheap security vest is gonna run you at least $30 and they're not going to be very close at all to the source, so you'll probably end up saving money this way too.
Picrel I just found on Google Images but to me it looks way more impressive than any other cosplays when they're wearing "real" armor vests.
