I bought two petticoats off amazon (pic related) because I needed them to ship in a few days, and they were good. I shortened them to suit lolita and stack them together to give extreme poof for my heavier dresses. Because they're made of voile they don't get affected if I stuff them inside a box for a few months, unlike petticoats made of tulle. There's plenty of cheap, more lolita suitable ones on taobao and aliexpress, just check the reviews before buying.
