Sure you can judge how well constructed it is but at the end of the day, especially if you're just going to small cons, basically no fat cosplayers have good construction. They pick cosplays for and sew for skinny bodies and it ends up looking either like a draped blanket or so tight that their rolls stick out. They don't wear any shapewear or anything, and you nearly never see them making modifications to the design to look better for their shape.

Like, I know sewing for fat people is hard, since everyone gains fat different and 200 on one 5 foot 5 person will look different than 200 on another 5 foot 5 person, but if you're taking into sewing your own cosplays, you should know at LEAST how to sew for YOUR OWN body.

It's just generally that they don't really care though, I think. I suppose one's own lack of self care leaks into everything they do. They never have good wigs, rarely have good makeup. The best "fat" cosplays I ever see are girls who've squished themselves into corsets and are cosplaying some queen/princess with a long, bell shaped dress. It covers everything (except their arms of course), so it's alright, but most of the time they're also really short and haven't moved the corset's length from hip to waist to try and make themselves look taller.

Also, it can literally ruin some designs. Look at characters who's entire design bends on them being skinny, like Waluigi for example. You take that away, and you'll look off. Even some skinny people can't do those cosplays unless they're also tall/lean. If you're going to spend money on something you might as well want it to look good. Sometimes you just have to accept you can't do a cosplay. If you really want to make it because you think your work can do it justice, make it as a gift for one of your friends with that body type, and move on.

How do you make a drapey dress like this? I can't seem to find any good tutorials or patterns.
